What we do

The idea

Health outcomes have a physical layer. A hospital that ventilates badly spreads infection. A village without a working drain and a tap connection produces the waterborne disease its clinic then treats.

We work on both sides of that line, the facility and the environment around it, under one roof. We do so inside the discipline of a group whose parent works on population health governance, so the building and the district it serves are read together.

Where we work

Tamil Nadu and pan-India. We are comfortable in rural, tribal and Scheduled Area contexts, and we sequence work around community authorisation where the law requires it, with consent and communication in the language people actually speak.

Nedumudi Kaari is a company of the Honeybee Population Healthcare Foundation (HPHF) group. The Foundation works on population health governance: verified registries of a district's people, premises and natural systems, and the institutional capacity for a district administration to own and run them.

Nedumudi Kaari is the group's built-environment arm. Where the Foundation's work needs a facility, a data centre, a training campus, a tap connection or a drain, this company designs and delivers it. The two are kept distinct: the group's programme documents describe a mandate, not this company's completed work, and they are presented on this site under that label.

Governance

The company is governed by its Board of Directors, which meets as required under the Companies Act 2013 and approves the annual accounts, the appointment of officers and the acceptance of engagements above the thresholds set in its delegation of authority. Day-to-day management rests with the Director & Chief Executive Officer.

Board and leadership

The name

The HPHF group names its companies after figures and words from Sangam-era Tamil literature. Nedumudi and Kaari belong to that thread.

The bridge to the group's work. A district that wants to govern health from a verified record needs physical places for that record to live, for its field staff to work from, and for its people to be trained in.

  • District data and command-centre facilities: the building, power, cooling and security envelope for a district-owned data platform, designed so that the administration owns the premises as it owns the data

  • Connectivity and power for last-mile facilities: solar and backup supply, structured cabling and equipment rooms for sub-centres and clinics

How we work

A project runs in a fixed sequence. Each step is signed off before the next begins, and the estimate is revisited at every step.

  1. Brief and site reconnaissance

    What the facility or work is for, who will use it, and what the site actually allows. We walk the site before we draw it.

  2. Survey, feasibility and costing

    Topographic and services survey, soil where needed, a feasibility note with options, and a first estimate the client can take to its board or department.

  3. Design development and BIM

    Schematic design, then detailed design in a coordinated model so that structure, services and architecture are resolved before they reach site.

  4. Statutory approvals and compliance

    Planning, fire, pollution control and sector-specific registrations, prepared and followed through by us.

  5. Community authorisation where applicable

    In Scheduled Areas the Gram Sabha is a competent authority. Where the Panchayats (Extension to the Scheduled Areas) Act or the Forest Rights Act applies, authorisation precedes work. It is not a formality we schedule around.

  6. Construction or turnkey execution

    Under our supervision as consultant, or delivered by us as turnkey contractor, with a named person responsible for completion and a programme the client can see.

  7. Commissioning, handover and O&M documentation

    Testing and commissioning, snag closure, as-built drawings and an operation and maintenance file that a facility manager or a village committee can actually use.

Working in tribal and Scheduled Area districts

Three things are true of how we work in these districts, and they come from the group's own field practice rather than from a policy document.

Local authorisation precedes work. Consent obtained in a language a person does not speak is not consent, so communication happens in the language people actually use, with interpreters where needed. And schedules follow the village calendar, the agricultural season and the Gram Sabha cycle, rather than the reverse.

This makes projects slower to start and more reliable to finish. We consider that the right trade.

Director & Chief Executive Officer

Dhiliban Bala is an architect with over thirteen years across practice and academia. He holds a Bachelor of Architecture from AMACE School of Architecture (2006–2011) and a Master of Architecture from RVS School of Architecture (2014–2016), where his postgraduate research was in indoor environmental quality: the ventilation, air, light and thermal conditions inside a building. In a hospital those conditions decide whether infection spreads, which is why that research sits at the centre of this company's healthcare work.

Since 2017 he has been Senior Architect at Kapture Arch, as design consultant on hospital projects and as turnkey architect for residential and commercial work, with responsibility for team management and completion timelines. From 2022 to 2024 he was Assistant Professor at RSA, where he directed the design studio, lectured in theory, coordinated the academic programme and guided theses, and handled the school's Anna University affiliation, Council of Architecture approval and admissions. Earlier he ran an independent practice (2012–2014) and was Junior Architect at VKAN Architects (2011–2012).

His healthcare experience includes hospitals at Mettur, Erode and Kallakurichi, with institutional, residential and interior projects across Coimbatore, Chennai and the northern and western districts of Tamil Nadu.
